With that being said it shouldn't be relied on with 100% accuracy because as you said, it just isn't that accurate. While this may be a good start sign for someone to seek out extra help it needs to be stressed to people that just because thy come up negative on the test doesn't mean they don't have the disease. And conversely they shouldn't rely solely on a positive test, and should seek out the second opinion of a doctor or genetic counselor.
